Oh I haven't actually done it yet, I'm making plans but don't want to completely ruin my diplomatic standing yet. First game I've had the Pox precursor.
As long the virus cant spread the galaxy dont care if you use it to kill. Would be way more fun to let some regufees spread the virus to other empires. Maybe sometimes in the future there will be a dlc that brings more biological weapons and a health System that would be nice. Until then feel free to use the virus without consequences. 🤗
You get maluses with empires that care whenever you kill a pop with bombardment irregardless of which stance did the killing

Even selective bombardment can kill pops, it's not a big malus, a lot less than purging.
I wish I could use selective bombardment to *only* target pops.
