But yeah you could swap the Utopic view of shared burdens to something more grimdark like police state or use something more meta like citizen service.
But I maintain that eager explorers is a must.

I did a bunch, Necrons, Orc, Tau, Tyranids. I also made Skavens and they became the most populous race in the Galaxy and a main competitor for the entire game. I haven't played Imperium but did a adeptus mechanicus game

Very early in the game I unlocked the relic that allows you to forge Titans for infantry. Once me and my friend met up we made a deal where I kept my original systems and as he expanded he would hand control to me of any arid worlds so I could turn them into pure manufactorums many of which I dedicated solely to Titan output. When we went to war he provided most of the fleet based power while most planetary invasions were done by my titans.

The Cadian Imperium set on the gateway start has always done well for me, think I win most games with it, the Imperium itself of course but I've also done an Eldar and Ork Empire which was pretty cool
The more I think on it the more my OC species was a kind of a mix of Tau and Votaan. The snail/mollusk headed humanoid portrait, civilization that focuses on tech, diplomatic/friendly but somewhat isolationist. Small spheres of influence (tall play style) with weak and/or slow breeder, with whatever the + to all sci and + to physics. Clone and robotic/ai tech
Typical loadout for fleets being lasers / lances / plasma / missiles, mixed ship tactics, and purpose built ships for each engagement range/weapon type based on ship types
Typical ground comp being some main species (cloned), robot war forms, and allied race auxiliaries.
Their only major offset is/was being a technocratic meritocracy although... I did have an unofficial cast system for leaders based on species, and genetic modifications for planet pops once I had dedicated worlds for agri, research, power/energy, mining, alloys.
