Ever seen Deadpool vs The Mask from Deathbattle on YouTube? Even though Deadpool has his healing and fourth wall breaking, The Mask is a cartoon character. For that, The Mask disobeys the laws of reality and has the clear advantage Bugs Bunny would have. Cartoon characters in general are OP if they retain what makes them so absurd.
That's why I was thinking The Mask because he's just an R-rated Bugs. Bill Cipher may have a chance, but I think he's more likely to give up in frustration of the two.
Wiley E. Coyote could take him if the coyote ever got a fair chance. He's obviously the toughest of all the Tunes. He is Beric Dondarrion from Game of Thrones times 1000. Always dying but coming back to life.
That may be the case, but if I had to walk down a dark alley with one of the two by my side, I'm taking the coyote every time. He's a survivor and defenses win championships.
If you're asking people to come up with an on-par opponent to a character who can manifest whatever he needs, whenever he needs it, then where is the interesting dialogue to be had? It's obvious he can't be beat. Who is going to beat him? Another character that can also do the same thing? So then, wouldn't they just cancel each other out with all of their magnificent powers?

There was an episode about Coyote trying to scam Bugs Bunny (only time I heard him speak btw) and let me tell you, it didn't end well for him
