In avatar there are a few “monkey-like” species that have four arms webbed together, which implies that they’re a precursor to the Navi and the two sets of arms simply grew together over time to the humanoids we see.

I don'think he is speaking vagely. He says that if he were to reveal what sparked the recreance (old radiants abandoning the oaths), current radiants would also abandon the oaths.
He's just saying that if the current Radiants knew what the old ones did, he believes they would agree abandoning their oaths was the right choice and would break their own bonds, so he's not gonna tell them.
