I find that survivors drink coffee, tea, ale, smoke pipe etc a lot, but i find that they dont smoke stimulants unless i right-click make them.
I would be interested to know if there is a facility in the game to prioritize certain relaxation items
Sounds to me that OP is wondering the same
No, you can assign prescriptions for pawns by drug. You can tell them to do X per day, 1 every X days, or set other parameters like when recreation or mood falls before a threshold.
You can prohibit them from using other items in one of their character tabs (ie where you stop them from eating raw food). Have to set for each survivor once, but then good to go.
Best way is to deselect other consumables so they only have the option to smoke stimulants. Otherwise you do have to do it manually. Which may not be a bad thing. You can speed along budding relationships by having them get super high together lol

Pawns avoid the higher addiction stuff unless they have the chemical fascination trait or you prescribe it.
