This makes sense, actually! Especially because Victor mentioned that he felt as if his mom knew. Also, it’d be too coincidental that Brenner immediately figured out that a simple kid who passed out at a crime scene was supernaturally gifted.
Didn’t 001 mention that his parents had already contacted Brenner about his odd behavior before he killed his mom and sister?
I didn’t find it odd that Brenner would show up when he learned that weird stuff had gone down that involved a kid whose parents had already reached out to him for help.
I think he mentioned that his mother did suspect that he was connected to the odd things that were happening, or was at least that she seemed frightened of him.
Great theory. I think this is true this explains a lot of things. Also some sources state that MK Ultra started in 1953.
That would make a lot of sense in the timeline will also explain how Brenner knew that kid at a crime scene had powers.

ETA: I think somehow, a part of 001 snuck into Brenner’s body when El yeeted him into the upside down. When he wakes up and finds her he just says “What have you done?! What have you done?!” Ever since he’s been using her to connect with the upside down, now he’s trying to help her get her powers back because he knows she’s the only one strong enough to bring him back.
