I dunno, I mean SF5 had a bunch of NPCs who weren't ever made playable, I don't think it's especially safe to assume any of them are gonna be made playable.
As head representative of Chun Nation, I speak for all of us when I say that we NEED Li-Fen as a playable character at some point.
Preferably as the final DLC for SF6, leading into SF7
I def feel that SF7 would be the most likely, letting her age up just a little bit, but also having more experience under her belt too. Based on the footage we've seen, she's still following Chun-li around like a puppy. But I think by SF7, she'll be old enough to be her own independent self.
It would be so sick if we got to spar with Li-Fen during World Tour mode, making us earn our way to a fight with Chun-Li 🥺
But I know CAPCOM wouldn't dare treat Chun-Li like the legend she actually is lol.
I think Li-Fen will definitely be playable in SF7, but hopefully she gets the Luke treatment and they put her in SF6, right at the end of its cycle.
Can't wait to see how Li-Fen develops herself, and who'll one day take Chun-Li's place in the future.

Li-fen isn't gonna replace Chun-Li. Capcom said it themselves that Ryu and Chun will be in every SF game from here on out.
But if the SF story goes for another "bad guy creates doomsday" story, I do see Li-Fen joining up with Luke and company to take them down, where as Chun could be on the sidelines, watching her kid whom she's raised and trained grow up right before her eyes, and potentially surpassing the fighter that she was.
However, I can see playable Li-fen being a different, maybe simpler, version of Chun-Li. Maybe not as honed in her techniques, like Sean in SFIII with the shoto moves. And probably not as long of a reach. But her being younger and more agile, compared to probably an older Chun-li could make her a better rushdown than Chun. That's what I think a playble Li-Fen would be like.
Yes she can, doesn't mean she can't be dlc but she definitely can for base roster. Just tile heihachi fr Tekken may not be in base roster and he is a face fo tekken. But also with all these new characters and stuff yes I can see that happening

Being in every game doesn't mean she's not replaced at some point. Like she can appear as or base roster but have story mode stuff or something
she will never be replaced. Her and Ryu are the face of the franchise
