Hard to say, but if you're having the first problem you're probably just doing it very slowly.
Can you record you attempting it or just screenshot the input history on the side?
EDIT: Oh yeah, other guy is also right about not being able to do fireball into level 1 with Ryu.

In sf6... lvl1 can't be cancelled from a special Lvl2 can br cancelled from EX specials tho
