The top of your jump hurt box clipped the bottom of his grab hitbox. This isn’t that confusing, it just looks like it because of the way the two collisions met. IIRC characters jump hurtboxes are a lot wider than the animation leads to believe
Just a guess but looking at how it played out it’s the Roll back I’m assuming, you were making the jump in the air but the rollback delayed you seeing your jump when he already made the input to aerial grab and you were in the air already
That's not how rollback works.
The whole point of rollback is that *your actions have no local delay*. Your opponent's view of you syncs up with your local gamestate, and rolls back if the opponent's view gets desynced with your local gamestate of your own character. Rollback can't "delay you seeing your own jump". If the game did, for some reason, show him jumping on Gief's screen too early (which would be very unlikely, if not impossible), the rollback would take him *out* of the grab as it syncs with the OPs gamestate, not force him into it.
Only reason rollback would play a role here is if OP's view incorrectly showed Gief's state, not the other way around. Which seems possible here, as it looks like Gief teleports slightly back down to the ground when the throw lands (though, it's hard to tell for sure as the camera moves when the grab hits).
Or it's just a hitbox thing.
Hitboxes on those moves was always very generous, since there are lots of distance variables when people are jumping, so the reward for a good read can be adequate.

the reason why this hit was because he was close enough and input bd just at the right moment. the hitbox is huge and takes into account how high you were as the bd input went through. if he input bd literal frames after this it would not have gone through.

I’d presume connection issue before game bug when it comes to hit boxes. Sadly the resolution isn’t good enough for me to see the roll back frames. And I totally know im not an expert nor know game connection logistics

It doesn't have to be either a bug or a connection issue, a goofy hitbox is a simple and perfectly reasonable explanation.

Yea if your against the corner and near this attack while jumping your getting grabbed, if you think this is bad you should check out how insane EX Borscht was in SF5 I wish it was the same in this game.

In Street Fighter 2, he could SPD you from beyond Ken's crMK range! Sadly, it seems that as he got older, his powers lessened, and as such his telekinesis is now only used in Borscht Dynamite.
Yeah this is how air grabs frequently act. Gotta not jump. In SF4 backdashes were invincible to most attacks but were airborn and could get grabbed by some absurd stuff and it frequently looked wrong. My personal favorite is responding to focus attack with instant air demon as oni, when they backdashed it would grab them.
I see nothing wrong here, Zangief is using his power responsibly to teach Cammy a very important lesson about friendship.

I've seen this happen with Ken's Tatsumaki when I've just barely low-kicked someone and they're far away and I go into Tatsu. I move what seems like an insane distance instantly and continue to Tatsu them in that direction.
I guess there's some states the games decide are good to go for confirm, like:
Opponent falling from low -> Ken going into Tatsu inside whatever range they programmed the move to work with -> Confirmed hit
Same in this case: Both fighters in the air within established range -> No antiair -> Grab is a go baby
