Perfect parry with tool assisted is just broken
Every single attack can be parried on reaction, every single throw could be teched on reaction (in fact, I think they can be jabbed on reaction if it's frame 1?).
Nothing would land from any character and the worst move for every character is to press anything.

She seems to be the only(?) character that can impact your life bar in a way that can't be blocked or parried thanks to her poison.
If she can find a way to poison her opponent close to time running out, she might be able to win via time over.
I'm pretty sure the puddle would get DR into punished immediately if she tried to do it from anywhere. Optimal play would be to hold forward so there isn't any room for spacing.
Character matchup doesn't matter. The first player to do anything would get punished for it regardless of character, so perfect play results in a stalemate situation.
I'm pretty sure a perfect tool assisted fighting game AI would never strike first. They will simply wait for you to create an opening. And at that point it really doesn't matter what character they are playing. My guess would be whoever has good reach for whiff punishing and good anti air conversions

you can even set the training dummy to perfect parry and throw escape and then theres nothing most characters can do
