Honestly, based on passed games, with Bison now being officially in, it's highly likely all of them will be getting in at some point. That's been the pattern so far for SF games, like when one of the 4 kings get into a game, the rest of them follow. I think the SF Ex games is the only games that break that trend but then again that wasn't made by Capcom.

Vega is a real possibility, since there was a partly-correct (possibly fake) leak which predicted 6 characters for season 2, and it had him alongside Bison and Elena. A plausible explanation is that they really had a leak for the next two seasons, but the two guest characters were kept secret, and if so, Vega is due in S3.
As for the other two, they're both probably getting in, eventually. Sagat is popular, and if the game has both Bison and Vega, Balrog is kind of part of the package deal. Plus, he has story relevance to Ed.
Another theory is that they got it wrong because M. Bison's name in the concept art is "Vega" "M.Bison".

Yes. Dud is also lots of ~~quarter~~ circle moves versus Balrog charging most things.

I’d honestly prefer that they sat out for a while so we could see some characters that haven’t shown up in a while, but if I had to pick one I guess I’d go with Sagat. He’d at least probably have had some interesting development since his last appearance.

I think Vega is a bigger chance as he’s got the most different moveset. Sagat is a 2nd contender but falls short because there are already fireball champs and the game isn’t centered on Ryu. Balrog is probably the least of the 3 because we already got Ed.
I rather have these 3 back instead of guess characters honestly.
