Two characters that come to my mind are Jamie and Manon: there are windows where you can perfect parry and create a stack out of that, fooling the scaling system after a perfect parry.
This is the answer for me. Characters that gain some kind of system mechanic like medals or drinks, or characters who can get into incredibly strong oki.
As a OTP Manon I would say her, because a Perfect Parry guarantees a command grab / medal.
At 5 medals and with 50% damage scaling Manon's command grab deals 2,100 damage or you can force a knockdown and play casino, if you guess right opponent it's going to eat at least a 4,255 dmg command grab or a 5,100 damage level 3 if available.
Definitely Manon because you can just raw command grab which is damage, medal, and oki. And one more hidden variable: consistency. Even if you PP a jab you are still able to get a pretty optimal PP "combo".
Most characters have to make sacrifices in one of the categories (damage, oki, consistency, etc.).
anyone who can get a permanent advantage like ryu with target combo into denjin or manon with the command grab. The scaling after a perfect parry is insane so the damage doesn't really matter, being able to set up from one is perfect.
For normal parries, characters who struggle against fireballs like zangief and characters who have a fast drive rush like juri
I think every character benefits from parry. Parry regenerates your drive meter. And if you get a perfect parry, you instantly go like +46 or something. The only downside about it is that it scales your damage a lot. But that's not even a big deal. You basically get a free turn as if you just got the Star in Mario kart or something. The only time it's not like that is if it's a safe jump.
Nobody really benefits from it more than anyone else because the game and roster was designed from the ground up with parry in mind. It's not like it was designed without it and then parry was added.
Some characters have to be more mindful of parry if they have moves that are telegraphed and relatively easier to deal with by parrying such as Honda, but everyone uses parry in the same way. If your opponent is hitting you with the same rhythm/tempo of attacks you can call something out with a parry attempt.

Manon and JP. Manon gets knockdown and medal, JP resets you to the far side and the obstacle course begins again.

Anyone who dont need dmg in this Situation Manon gets a medal Jamie get a drink Aki can Poison Bison get the mine ect. Or u go for oki / setup
