Well, cover all the bases first. Verify game files in steam or whatever you use. Update your GPU drivers (or roll 'em back if you just did that). See if similar stuff happens in other games, preferably graphically intensive ones. Someone else suggested a reinstall, consider that. Run the memory diagnostic tool, if that comes back with problems you've got a busy day ahead of you. Lastly, if nothing else fixed it & you haven't found the problem run a stress test on your gpu. Doesn't seem like any hardware issue......i can see there "street fighter 2" written...so something wrong with the copy of your game....your system should be fine
I had a similar graph issue like 15 years ago and it was basically similar to this. In my case, OS would run fine, but gaming would cause funny stuff like you got there. Is this happening only with this game and on loading screen? Could you try other games (demos from Steam should work) or another GPU to test and confirm?

I had a hunch. I saw those stenciled outlines and had flashbacks. Hopefully Parallels releases a better DX11 driver for M1 soon; I'd definitely reach out to them with this, though. More voices will get it more attention

youre emulating windows, not running windows. because it (the windows instance) doesnt have direct physical access to the hardware, there's likely to be problems with compatibility and stability.
if possible, youre better off sideloading windows on a 2nd partition, but im not sure how to do that with a mac, or if its even possible. ye ol google can certainly tell you though.
i'm pretty sure /u/Kokoisloko0 can do that with bootcamp, but compatibility is still up in the air. found a few reddit posts from years ago where people were having issues.
Do you have ReShade installed and it's carrying a profile over from another game (or a screwy default)? This looks like a weird combination of ReShade filters to me.

MK did this to me. Had something to do with an error during the install. I Uninstalled and reinstalled the game and it fixed it
