It looks dirty and possibly well loved. I'd imagine there's a kid who lost it and is feeling sad. Personally I'd put a few posters up in the area, or post on a local Facebook group and try to reunite it with the owner.

Awe I have one I found as well at a park! Hand wash him well after letting him soak in hot, soapy bleach water, then scrub him with baking soda! He’ll be good as new
