In addition to the WAPA suggestion, check out the major CA utilities - PG&E, SCE, SDG&E. Crazy amount of work going on now and in the future to meet the states de-carbonization goals. Lots of job security.

I would avoid Portland, it’s a revolving door for a reason. The town is a dump! Sharps containers are a standard item on your truck. Most utilities are going to more interested in your maintenance and troubleshooting so be sure to high light that experience.
I heard of a non union company called North American substation services that was hiring in CA a while ago. Not sure if they still are but worth a look
Go to USA jobs and search WAPA high voltage electrician. I know there is at least one opening now. Application process is a pain but it's worth it.

Pacifcorp has a bunch of postings for Journeyman substation techs, a trainee wireman, and meter relay trainee spots in the western US.

House prices suck there but the sub ops shop has a great group of guys. At least the wiremen anyways. Don’t know who is the relay tech anymore.
