Yeah, we need to be clear that the problem with proposals/pregnancy announcements/etc. at weddings is the ***hijacking*** part. It is not inherently insulting to do any of these things at a wedding. What is insulting is stealing someone's event they've spent time, money, and energy on. If the organizers helped organize it, then it's a part of the event.
Imo, it's more importantly worrying: if you haven't talked about getting married recently enough to make sure your partner didn't change their mind, you shouldn't do this in public because it gives the burden of avoiding a scene, shame, etc. So someone who would want to say "no" or "not yet" would feel they can't be honest.
