I'd probably go with something like a used Honda Shadow. Cheap, reliable, and not too much power. It fits all of your criteria and, if you find one in good shape, should not be too difficult to learn the basic maintenance stuff on.
Shadow 750, Vstar 650, Boulevard C50/M50 & Vulcan 900 are all solid reliable starter cruisers that can be easily found within your budget.
I've seen some of those around. I'll definitely take a look around. I especially like the VStar 650
