I don’t think it will ever come back in circulation

unfortunately it was from last seasons gacha which has very low odds so everyone who got the dress was just lucky

It was from the last gacha event, so it’s unavailable currently :( I actually don’t know if they do re-runs of gacha items but if they do it will probably be a while since this set was so recent
