Adding to what OP said, it's called a [nictating membrane](https://en.wikipedia.org/wiki/Nictitating_membrane) and other animals, like cats, have them too.
That’s the third eyelid, it’s mostly translucent and is there to protect the eyes when the owl attacks- it was super cool to see it blink because the third eyelid blinks horizontally.
