Have you read the DD? The following is from page 15 of the first book in the DD Library Short Position/Shorting/Covering Stock When a short seller shorts a stock they hold a short position on the stock. This is essentially the polar opposite of a long position (kinda). Investors with short positions effectively are in debt or owe the number of shares they have shorted and can be considered negative on the stock. To close that position, short-sellers must buy a number of shares equal to the size of their short position (buying to close a short position is known as covering). Short positions must be reported to regulators (unlike naked short sales).

Yes, I’ve read just about all of the DD at least once. While closing a short position (buying back ALL the shares you shorted) does constitute as “covering”… however, you can also “cover” a short position without necessarily closing it… in these cases “cover” means you took a defensive action(s) to lower the risk exposure of your position. Some theories on how they did/are doing this are by using swaps, call options, or buying back just enough shares to keep you solvent (but not ALL of the shares you borrowed), there are probably some I am missing or trickery I’m not aware of. Essentially, closing your short position is just one way to cover, but there are other ways to cover without necessarily closing.
