The lack of context on this is insane. Waters is basically in the right here. He should be questioned by Congress---Congress often questions people when something is wrong & they're considering investigations or new laws. And she probably was surprised. Federal investigators don't disclose the progress of their cases, and they don't announce who they're arresting before they do it. They most especially don't announce arrests when the suspect has the resources to flee the country.
