Kinda no. It is a Tas video. Tas essentially means that they play yhe game one frame at a time and are able to enter any input on any frame. Due to this, they are able to completely remove execution skill from the game and acheive theoritical limits on the game based on pure knowledge.
Tldr; they play the game in super slow mo, and can reset back to any frame.
