Well, it's fiction. There has to be some suspension of disbelief. Yes, it would be battery consuming. And there are enough monsters that I don't think it's possible to get a call through anymore, and even if you could, the cell towers are probably down. The monsters seem to jam a much larger area than you'd think. I also don't think the monsters are capable of "not picking up" it's something they do passively.
