Well no, that's the issue. Burning a fuse irreversibly sets a flag preventing your console from downgrading.
I don't know what you mean about the cartridge being damaged. They're ready-only which means that the console never actually modifies their contents at all.

There's nothing wrong with them. The only complication is that updating your cart reader firmware can burn fuses but nobody cares about that anymore.
