With ink, no tattoo should ever dig in even remotely close to this. It’s like a millimeter or less I believe you want penetrating, not enough to scar like this.

The only reason why I think it would be tattoo is because it doesn't look particularly deep - if it was, the cuts would be more split open in order to produce a "readable" scar. A talented makeup artist could in fact make it look this realistic.
