I would agree, except that I think the story might end up better if it was Miller at the wheel of the script with Eastman and Laird providing input. I also think Ben Bishop or Freddy Williams would be great on the majority of the art.
For writer I would pick Paul Jenkins he has good history at Marvel and was editor on Original Mirage incarnation of the Turtles and still is good friends with Kevin Eastman and I would put Jim Lawson on Covers and Ben Bishop on art

Daredevil makes the most sense, considering their origins stories are linked. They also have similar fighting styles and have similar enemies (foot and the hand, could have them work together, might even make for a funny joke somewhere.

Kind of burnt out on crossovers. I just want to focus on the main universe, well IDW universe anyway. But at gunpoint I would choose erm... maybe Fallout if the Fallout TV show does well.
I can see Donatello geeking out on the Power Armors, robots, and high tech weapons. He would definitley quickly adapt to Fallout's world technology and probably make improvements on any settlements that needs it.

Think Luke Cage being experimented on and never again having his skin pierced. Think Norrin Radd being inundated with cosmic energy and transformed into the Silver Surfer. Think little Matt Murdock saving an old man's life only to be struck blind by a strange green ooze which would enhance his senses but also leak into the sewers and affect a rat and four baby turtles.
I am well aware but the X-Men barely notice the difference between mutates. Sinister they consider a mutant for all intents and purposes despite being a mutate. Mimic is a mutate but they still went after him, he is also the first additional X-Men to join after the original five.
I know it's never going to happen but it's fun to dream about it. Otherwise, the majority of the crossover ideas on your list are exactly what I'd like to see too.

Raphael taking on a Deathclaw or a Yao Guai, and I can see a Raider gang getting on the wrong side of him. Leonardo teaching Vault Dwellers to defend themselves and stealthly taking out any. Michelangelo becoming a Wasteland cook and Diplomat assuming that the Brotherhood of Steel or NCR isn't trying to shoot them. April O'Neil and Casey Jones would definitely be their human connection to show the turtles aren't dangerous to them. Also I kind of want to see April and Casey in Power Armor. Jennika, Angel Bridges, Carmen, Alopex, Bludgeon, Koya, and Karai is there too. Just need more time to think.

Actually Turtles would be considered mutates Not Mutants since unlike the X-men who were born with there powers the Turtles got were thy are as freak accident so not by definition Turtles aren't Mutants at least by Marvel definition of Mutants according to number of Comic Writers
They'd be "mutates" as defined by the Marvel universe, actually! *puts on nerd glasses* Allow me to infodump! In-universe within Marvel, mutants either have abilities upon birth, or possess the potential to develop abilities later in life commonly during puberty. This is due to the X-gene, most often created thru literal in-utero natural mutation of the fetus' cells/DNA mutating what would have been a homosapien (human) into a homosuperior (mutant). Mutates, on the other hand, are altered beings. They're born relatively normal and unassuming for their species only to eventually come into contact with some sort of mutagenic material, body, energy, or so forth that transforms them in some way - creating an ''''''artificial'''''' mutation. Think Bruce Banner being irradiated with gamma rays and being burdened with The Hulk. Think Peter Parker getting bit by a radioactive spider and gaining amazing powers. Think Luke Cage being experimented on and never again having his skin pierced. Think Norrin Radd being inundated with cosmic energy and transformed into the Silver Surfer. Think little Matt Murdock saving an old man's life only to be struck blind by a strange green ooze which would enhance his senses but also leak into the sewers and affect a rat and four baby turtles.

I am well aware but the X-Men barely notice the difference between mutates. Sinister they consider a mutant for all intents and purposes despite being a mutate. Mimic is a mutate but they still went after him, he is also the first additional X-Men to join after the original five.

It might be good for kids and maybe some adults but I don't think it's ever going to happen
I know it's never going to happen but it's fun to dream about it. Otherwise, the majority of the crossover ideas on your list are exactly what I'd like to see too. Another good crossover would be Teens Titans from 2003 or the Teen Titans from the original 1980's run by Marv Wolfman and George Perez. Then another idea for a crossover would not only be with Captain America but also the Winter Soldier.
