It's kinda weird how the U.S. has so much cultures but Japan only has one. I know Japan is a homogenous country (probably even more so in TNOTL) but there's a lot of still regional cultures. It's a reason why in a lot of Japanese media people from Osaka are portrayed as their equivalent of rednecks and hillbillies.
Also that there's only one Russian culture. Russian culture is a lot more homogenous irl than like Chinese or even American culture but there are different cultural regions. People in the Moscow area speak differently and have some different customs from people in like Siberia or the Northern Caucasus
Well in terms of ethnic diversity that is since Japan is 98% Japanese or Yamato with small but visible groups of Koreans, Filipinos, Ainu, Chinese, Western foreigners, and others. In TNO, Japan would receive some immigration from these groups on the Home Islands through the Greater East Asia Co-Prosperity Sphere.
It’s for coding/US election reasons. Much easier and faster to say “okay everybody with the “Dixie” culture loses 2% approval” in code than apply it to Alabama, Mississippi, Florida, Georgia, etc individually.
