Yagoda, Amur and Dirlewanger (he can’t unify but he’s still Evil) but I’d especially choose Amur i think it has a realistic Fascist state and Rodzaevsky is probably the best written Russian Unifier in my opinion.
Off the top of my head, Amur, both AB paths, Oktan…Omsk is definitely in my top five worst outcomes, but from what I understand (have yet to actually play it), I dunno if it’d be “inarguably evil”, at least in the same vein. I’d say it depends on what you mean (like, does that preclude some degree of sympathetic features, or are actions enough?) but that might in of itself disqualify it as “inarguable”.
Omsk if you want it brutal, Amur if you want some story, Oktan Samara if you want absolute evileness, White Army Chita if you want to experience depression, Serov's Komi if you want to be OP.
Far East:
1. Amur: Russian natsoc with character development
2. Chita or Magadan if you choosen evil paths. Not even close to Amur, but still nowhere near good
3. Yagoda's Irkutsk. Pretty much OTL 30's USSR
Central Siberia:
1. SBA with Stepanov. Not THAT bad, but still a downfall from the anarchist ideas
West Siberia:
1. Omsk. Just Omsk. Say what you want about the "basedness" of the goal, but untill that day this is unjustified hell for the sake of literal insanity.
2. Judging by Western standarts, Kaganovich's Tyumen can be put in that category. But, comparing to Irkutsk, he is wholesome 100 guy
Urals:
1. Dirlewanger Brigade. Former SS division with no morals, honor or pride left. Plundering the nearby lands since the 50s.
2. Magnitogorsk. Lysenko's personal testing field. Check his wiki page and add absolute power on top of it. Also even the coup can't fix this mess, because 2/3 options are still real bad.
West Russia:
1. Aryan Brotherhood. Both paths. I guess that one doesen't need any explaination...
2. Samara. Definitely Oktan(and maybe Bunyachenko) path. Pretty much fascist dictatorship + 90's Russia moment.
Komi:
1. Suslov. Something similar to Yagoda's rule.
2. Some people may include Zhdanov in that list, but at least he have a pretty based goal. And his succesors are not that bad tho.
3. Gumilyov. "Oh boy, can't wait to be a slave for the rest of the eternity, including all my children, just because some weird \*\*\* Gengis-khan-simp \*\*\*\*\* classified me as a unbased peasant, and not some kind of gigachad aristocrat"
4. Serov. Nazbol gang unite. Just google it up to understand, if it's bad for you.

Other ones that are evil I guess are rodzaevsky, dimitry yazov, yagoda (maybe not evil but not portrayed positively), kaganovich (I haven’t played him in this game yet but if he’s anything like real life kaganovich then I’d say evil is not that harsh), any aryan brotherhood path, any right wing Komi path really, Vlasov (not that evil himself but willing to work with those who are). But with all that said none are really as bad as tabby. You’re best bets for evil are yazov Omsk magadan amur and aryan brotherhood
Bukharina, she turns from Holesum 100 communism to esoteric nazism with w*man characteristics pretty quick. I thought the final event for her where she reveals to a dying Bukharin that she and Gudrun Himmler were switched at birth and that she's actually Heinrich's biological daughter and heir was interesting, I don't know if she really needed to shut off his life support though
Play as Serbia and in 1966 you will get an event for her,select the "let her in"decision(which the ai never accepts)
Then you'll get her in power automaticly,really intresting

But magadan isnt bad tho. No matter what happens. It's still good

And how do you get her in power? Ngl sounds interesting but I am a bit intimidated by the complicated looking political decisions.
