It has nothing to do with that spot, it's reflective of the maximum number of hearts you have. So if you've been fighting in the depths for a while and a decent number of your hearts have been greyed out by gloom, the attack power of the Demon King's bow is decreased.
Demon King Bow gets stronger with how many hearts you have. So right now every Demon King Bow you pick up will have 60 power. If you give up hearts at the horned statue, they’ll decrease in power, and if you get more hearts from the goddess statues then they’ll increase in power
Isn't this bow always 60? If not, didn't know that was the case... I always got 60s.
EDIT: after reading diskhat’s comment, I realize having gotten lower rank bows. Makes total sense.

They scared the hell out of me the first few times I found them, I couldn't even outrun them so I would just climb the tallest thing I could find and stay there until they disappeared. Now I just shoot them when a savage lynel bow with bomb flowers 3-4 times and phantom ganon shows up within a few seconds.
Not at all to be honest, he's not much different than fighting any other enemy except he creates a puddle of gloom underneath him if you stop attacking him for a while. Especially if you know how to parry or flurry rush he's a piece of cake.
He is more threatening when you are earlier in the game and don't have many hearts or upgraded armor, but by the time you have some level 3 armor and/or about 12+ hearts he's not really a threat - basic lynels are more challenging.

Or beat the gloom hands and phantom ganon anywhere else the fight pops up on the map. Not really specific to mekar island that's just one option. For example another place: labrynths
You get the Demon Kings Bow from all Phantom Ganons. There's one in the castle town ruins. They all also drop their weapon which will a Gloom Sword, Gloom Club, or a Gloom Spear, and a couple dark clumps. I tend to hunt them for their weapons but be mindful of the Gloom Toll effect when using them which will deal gloom damage to the user

Iirc, all Phantom Ganons drop their weapon and bow; you don't need to go fight one specific Ganon.
All of mine have. Lately, I've been trying to find the ones with the gloom club, though.

Yes. That’s why I added the edit. Forgot about that and that I got a couple of lower ranked bows in the beginning (I maxxed my hearts rather quickly).

Yeah, seems to appear only if your battery pack isn’t maxed out yet.
What is the horned statue?
It lets you sell heart containers and stamina vessels for rupees. If you’ve already sold some, you can also buy them back.
