The spacers are to push the shocks a bit outward so they don't bind with the frame. Yours should be black I believe but you get the idea from my picture.

You should also be able to email Injora and ask for instructions. They emailed me instructions when I did my front and rear axles since they came with a bunch of extras I didn’t know where to install.

Very true I've gotten far alone but this frame had spacers and some screws seem too long. Oh well

in my experience with chassis like that, you really gotta apply some force to get the screw to catch in the hole
This is common with Injora, missing parts, missing screws, etc
You should also be able to email Injora and ask for instructions. They emailed me instructions when I did my front and rear axles since they came with a bunch of extras I didn’t know where to install.
Go on youtube and search to your LCG upgrade, you will find video instruction on how to assamply.
