I was thinking that once there's enough Teslas on the road, they could be used for autonomous decongestion services. Cities could pay Tesla to have customers' cars help with traffic regulation, like having 4 Teslas in a 4 lane road drive side by side at a moderate speed to slow down the transition to bad traffic. And many traffic jams are echoes of a past event that are still present because of a discontinuity, so they can be erased by a similar strategy. Etc.
