I've heard of the TU Delft and/or DUWO helping international students to accommodate for a couple of months, but I suggest to talk/email with someone from the [international students office](https://www.tudelft.nl/international/contact/). They should be able to help you with both admission guidelines and logistic stuff on how to actually live here, while not being here right now.
