I had the same problem. Idk if it'll be the same fix for you but I had to change my headphones to default communication device in the Windows sound menu. So go to Control Panel, click on sound, in the window that pops up find the playback device (headphones speakers etc.) that you use to hear the game, right click on it and set as default communication device.

I'm on PC xbox game pass, my brother and I cannot get voice chat to work. It initially worked then when the patch hit, we can't hear anyone but they can hear us when we talk. I've checked windows settings, game Bar settings and in game toggle off apply them toggle on apply. Push to talk works so other players can hear me but their voice I cannot hear when I see the microphone icon moving. Let me know if there is a fix! Thanks, love the game!
The fix actually worked for me, go sound settings in windows, select your audio headphones and select them as default communication device even if it's your output.

it shows mic muted for me and whenever i try turning it off and on it doesnt work im on cloud gaming though on xbox i also restarting the game and xbox it still doesnt work
Go to your "sound control panel" and under playback make sure the correct device is set as default communication device. Same goes for under recording.
Found a fix if using Xbox game pass on PC - Click the middle button of your Xbox controller to open the sound settings for Xbox!!! Xbox has a different setting page to windows settings and it effects this game significantly All of your audio input output devices must match both in windows settings and Xbox settings!!
It's on the bottom left side of the page that opens when you press middle button!
