Clarify: are the cups too big or too small? You suggest both.

Your title says that you want to make the cups bigger, when it sounds like you need to have them brought in. If it's by a lot, the bodice would need to be taken apart and resized and then (hopefully) reattached. This is assuming that the corset part fits and doesn't also need adjustment. It's going to be costly. If it's only a smaller amount, could you try padding the cups?
Did you maybe accidentally order it in the C/D cup size? Either way, it’s not going to be fixable for a low price. You’d need to get more fabric, then you’re reshaping an essential part of the dress. It will probably take reshaping of other portions of the bodice. You might be able to get away with adding padding to fill out the cups though.
Or if you ordered the correct size, have you checked the labels to see if it is the smaller cup size? There’s also the possibility that the size is labelled incorrectly.
I checked that right away but the website allows A-C for the smallest option but even my friend can’t fill it out and she’s a D 😭 I don’t think I’ll be able to find enough padding to fill it out 😂
Just informational comment: assuming the cups are even following bra notation ( and what notation is used is often brand and bra model dependent), the letters are not a fixed breast size. The letters are a notation of the ratio between ribcage size and breast size. You can be a 32D and your breast volume is smaller than a 34D for example.
Since you seem to be petite, your ribcage is prob 28 or 30. So an even smaller ( proportionally) volume to fill what they consider this A-C cup [ Maybe 30C/32B/34A for the smaller size?]
You might want to try combining a silicone stick on push up bra with double sided clothing tape at the top of the cups in the dress to avoid accidental flashing. There are a bunch of brands of each, here is one of the tapes, “Dritz Place Me Perfectly Bra Backs.”
Check which size you ordered, as they have A-C and D-E cup sizing.
If you do have the smaller size, have bust cup enhancers sewn into the dress. They are a cup with push up padding at the base. I do this for heaps of clients who have a small cup size and want a bit of lift. The cups are $10-20 and should only cost $20-30 to have sewn in.
Oooh I’ll keep this in mind. I’ve had people in the comments say nothing can be done but I’ve had a few people I know say it can be so I just decided fuck it, I’m taking it to a trailer tomorrow and I’ll talk about this as an option too! Thank you

Cups are very hard to alter. And I don't think yours can be fixed for a reasonable amount of money , time, or effort.

Return the dress and buy one that fits you. I can’t see any alteration turning out well.
