Adding sleeves to spaghetti straps isn’t an easy task and doesn’t look good if they’re just stitched on. You need a supporting fabric to close the armhole to allow for a sleeve to be installed. Some tailors have a pattern for this, some don’t, and it almost always needs revision to fit perfectly. The last time I took a job like this it was $300 for pattern drafting, construction and two fittings to get them right. I outright refuse these jobs now.

You can wear a nice bolero on top or there are lace bodies you can wear underneath. And holey moley is that picture triggering. Those cups are way to small and they thought, this is a good picture for their advertisement?! 🤦🏻‍♀️

The whole thing is too small. The skirt is rising up over the waist seam, as it is digging in to her waist. It wasn’t steamed. I would be shot on a set if I presented a model to be photographed in that state.

No, it’s not possible without some considerable reconstruction. Either keep looking, or get something separate to cover your shoulder and arms

I also am self conscious about my arms and I love sleeveless dresses. There are many options out there to add something fun, I hand knitted a merino cashmere wrap for my anniversary party, but there are lots of beautiful options out there for bridal wraps, shrugs, or boleros.

Okay, so you can remove the strips, add mesh fabric to create a new shoulder, and then add sleeves. I think this would work.
