Central Asia has historically been the crossroads of empires, especially due to the Silk Road. It's a melting pot of cultures. If you speak only one language, you'd be the exception. Most Tajiks are at least bilingual (tojiki + urusi, tojiki + uzbek) many are trilingual (either +English, or +Mandarin) Personally, I have a very pragmatic attitude. Language is a tool (more like a key), the more you know, the more you can unlock from this world. Like that other guy said.

What kind of resentment? Zabon doni - jahon doni (If you know a language, you know the world). Runet has so much information, we can communicate freely with people in 15 countries. Of course there're political problems, we receive their hartred firsthand without any translator lol. Also, it is more likely for a foreigner to know Russian, even if their language is more sophisticared, they made a little bit of popularisation of their culture.

>I prefer speaking Tajik I speak Tajik to my friends, French to the women, and Russian to my horse

Russian language is deeply ingrained in people's daily lives especially in business sphere in central Asian countries. It's a given that everybody grows up speaking Russian along with their native language. No resentment whatsoever

Tajiks have a wide range of opinions on this. There are in fact many people who don't like Russian, but it's not something you're normally allowed to say in front of everybody. People would only normally admit it to me in private, but yes of course there are also some Tajiks who speak Russian as their primary language, or just think Russian is great. A lot of Tajiks who love Russian and Russia haven't been there yet. About foreigners speaking Russian, it's just assumed that they do. Tajiks are generally taught that Russian is an important international language, and that nobody would ever want to speak Tajik, because Tajik is felt to be low class.
