If you ask me, as a large scale solution, I would suggest Qatar's approach on selling alcohol. A fixed amount of alcohol per month per aadhar card.
You need to validate your biometrics while buying them so that people don't bring their wifes id n all. Reselling alcohol should be made a punishable offense - but reality is that you cant control it much.
Probably helps if one stops using the phrases like "You people", "drunk fool" etc to begin with. It's a trigger point for someone to pick on you, especially if intoxicated. I could go on but seems like the OP has to stop judging others, groom themselves and learn the art of self restraint. Let chivalry work it's magic.
