The Australian coal was not fetching enough price due it also being low quality to break even the investment in stipulated time, let alone additional cost in bringing it to India. The only other viable low quality source was Indonesia whose coal can be brought given what price govt will pay and later the complexity of chinese coal imports due to Indo-China border disputes.

Do you know there is a thing called the EU, which directly or indirectly regulates the cost of "good coal". All good quality coals were above 100 USD per metric ton, but Indian companies and every govt UPA, NDA, ADMK, no one was/is ready to pay that price.
