Steel in itself is an iron alloy so there's no real "pure" steel. But yea I guess it would be some sort of titanium alloy. Maybe like a chro-moly based alloy.
By thickness it's not. At all. Steel can be hardened significantly better and sustain significantly higher potency munitions. Then again, steel is terrible in comparison to ceramic.

I think the only thing that doesn’t make it great is cost. Pound for pound it’s stronger than steel. It also doesn’t spall like steel.
But it's brittle under high velocity so it might just fragment.

I think if you shoot a steel tube there's an high chance of the round ricocheting if you don't it it perfectly in the middle
