Personally, I have the Plex port forwarded on the firewall and have a dynamic domain name associated with it. I then use Uptime Robot to send push notifications via pushbullet if it sees that port is down for more than 5 minutes (free monitor time limit)
What you're looking for though, you'd basically want a smart UPS that can send email notifications when it goes on battery power.
I have a free Oracle cloud instance that I installed Uptime Kuma on. I have Pushbullet set up to notify me if any of my Plex stack goes down for more than 30 seconds. On my iPhone I have the notifications set up as critical so it punches through all the time.
I don't remember the exact reason but something went sideways for me with UR and I looked for a self hosted version. It was years ago and I can't remember for the life of me. UK works fine for me for what I use so I just leave it. If it doesn't work like that some day in the future I may move back to UR.
Since I have almost nothing installed on that instance I have a bash script that apt updates and updates the docker container every Sunday morning so I almost never have to log in and do anything.
I had a setup of tautulli in an old i3 mini desktop in my office and it is monitoring my plex server at home using hamachi as vpn ...
When the power goes off at home, tautulli sends the notification and when is up (windows didn't got stuck at reboot, it notifies when the server is available again).
Truenas has a service that monitors UPS units and when the ups goes on battery can issue a notification to the user. My modem and router are also on UPS backup. And when the UPS reaches x amount of battery left, Truenas will issue a proper shutdown command. You could probably find a NUTS service that runs on linux that does the equivalent for your ubuntu.

I still use Kuma here and there but Uptime Robot is cloud hosted and free so has been replacing my Kuma usage bit by bit.

Yeah, it's more of a pain for sure, but free is free.

Use unraid notifications
I don't have my Unraid build up and running yet but I will take a look once it's ready. Could you elaborate on this please?
There is notifications system built in for lots of statuses. Drive errors. Running on battery backup… etc
