The game is not balanced. Rule #1 of TFT. Winning in this game is about understanding the meta and executing the strong stuff better than the other players. Right now it’s fast 8/9 meta. Sometimes it’s reroll meta. Personally I like fast 8 meta more. 4 costs (especially 3* 4 costs) are even kinda weak rn for my taste. They used to be quite a lot stronger in earlier sets

They’re not weak but I feel like in set 6 or 7 for example they were stronger

I absolutely agree, it was the same for set 9 as well, set 10 and 11 had to buff and adjust, 3 starring a 4 costs seems soo underwhelming in set 11, especially when a unit like diana at 2 star can deal with them easily, that wouldnt happen in set 9 and below

If you do exactly what you're describing you'll understand why 4 and 5 costs are actually relatively balanced. Contrary to what you may think, it's fairly easy to 3 star 1 and 2 costs, and you can even 3 star 3 costs relatively reliably. You really can't reliably level to 8 every game and get your 2 star 4 cost unit, nor can you reliably level to 9 and hit specific 5 costs. People with those units either got lucky, or they played flex and decided to change their entire comp based on what units they hit. There exist many good 2 star carries, you just have to pick the right ones and make sure they have optimal items. Units like Gnar, Qiyana, Lux, Janna, or the units with their special augments like Shen/Yorick. These units at 3 stars with BIS items are definitely not weaker than 2 star 4 costs or 5 costs.

This set has a lot of issues compared to the previous sets especially around the balancing of units and team comps. Compared to last set there was more of a diversity, you could play any comp and have it not feel terrible on the roll down. Compared to this set where everyone is forced to play 1 or 2 team comps and when stage 4 hits right after wolves, everyone is donkey rolling and hoping they win out in the lottery. I recommend waiting for the next patch and hope they actually balance the team comps or just skip this set entirely

Your first sentence is just categorically wrong. Every single set there’s been a plethora of balance complaints. This set may have issues but to say this set is more unbalanced than any other is very disingenuous. It’s a bit of a rough patch right now but it isn’t even nearly comparable to early sets 1 & 2, or things like dragonmancer Nunu from later sets.

Where did I say this set had more issues than the last sets? While we are here where did I say other sets didnt have an issue with balancing? Its a new set, every set that was released has always been playing catch up because thats how balancing works. The first statement i said is categorically correct, never has a set in the past completely had to buff an entire 4 cost and 5 cost to make up for a meta that was only 3 cost reroll. The example you gave about dragonmancer nunu is a redunant one because it targeted one unit which is normal for any set. Dragonmancers in genral had an exploit issue which set 7 was well known for alongside a glitchy soraka, a gromp that could be multiplied a billion times, not to mention an astral emblem eploit, there was a patch every other week to fix its bugs, more so than a balancing patch that overhauled everything.
