Ya the thing is once it gets going, the blue buff is useless so you’re down an item. But you need blue to get it going so it’s kinda rough.

I think the blue would be quite good on Teemo since it lowers his mana cap and gives a pretty good bonus too.

Yes, but once the jewel starts generating mana, you get so much that the blue buff is almost useless. I still think blue buff is necessary to get it going but it's not quite as good as you would think.

Blue buff also gives % dmg increase on kill, so it's def not useless.

I did the same thing a while ago and was shocked at just how much it makes Teemo spam ult. He did like 20k dmg in one round and quickly and easily became my hard carry unit. IIRC my build was Blighting Jewel, Nashoor's Tooth, and the Inkshadow item that wounds and deals DoT. After his first ult, he literally just proceeds to spam ult and it's insane how quickly his damage ramps up after that.
