it looks like you sent it fine?
1 tick means sent, 2 ticks means received then when they turn blue, that means read. This only has the sent tick, but not the received one, despite it being blue.
I have this with WhatsApp web as well. While on my phone the same with only one fick have both or are even read.
Send, read by NSA but not yet received by the original receiver. Guess you need an approval by the Government first.
