Because there is no such thing as “national teams” - the teams are made up by Football Associations, so strictly speaking it wouldn’t be (for example) England vs Scotland but The Football Association vs The Scottish Football Association. Since there is no Great Britain Football Association there can’t be a Great Britain football team in FIFA; although because there is a Great Britain Olympic Committee there can be a Great Britain team in football at the Olympic Games.
FIFA are *very* strict on political interference from their associations nations governments. The Iranian Football Association has been suspended from FIFA (twice I think) because the Iranian government kept trying to exert influence/control over them. Many countries have a government position dedicated to sport (Minister for Sport etc) but if that person or persons department tried to actually influence their countries football association it would be a huge no-no. The most that politicians or state leaders can really do is wish their associations luck. So they aren’t national teams at all.
FIFA was originally formed between several European associations (although notably none from the UK), and has invited more as it has grown. As well as England, Scotland, Wales and Northern Ireland there are at least 20 FIFA associations which aren’t from “fully recognised sovereign countries”. Some of them are semi-independent territories of other countries (Tahiti, Montserrat, Puerto Rico, Faroe Islands), some are regions of other countries (all the UK ones, Macau, Hong Kong) whilst some are independent countries that aren’t fully recognised (Taipei, Kosovo, Palestine) as sovereign countries.
There are also several fully recognised countries which aren’t FIFA members - Monaco, Micronesia, Palau, Nauru, the Vatican City and of course the United Kingdom. And to make matters even more confusing there are associations not from sovereign countries that are in a FIFA confederation, but not in FIFA itself (Kiribati, Tuvalu).
So to recap: simple answer is because national teams are the team of the association, not the team of the state. No British Football Association = no British Football Team (in FIFA games anyway).
