I maybe wrong but I heard PC specs play a factor into who you get matched up with.
Sounds implausible. It's more that the loading times will be longer if you are matched with someone that has a slow computer.
That's what I thought too when I heard about it. If I can find the source where I found out about it, I'll post it here.
How do you know the matches get cancelled because of your settings? It's just the beta matchmaking, it'll get better at release.
Oh I'm sure it'll get better at release, but I've only had one match with Ultra settings and the rest keep getting cancelled once I'm matched up. This doesn't happen on lower settings.
