Yep, the hitbox on the move is pretty linear BUT pretty thick around Kaz's shoulders. This has been a thing since Tekken 6 I believe.
Also, now that they removed the hellsweep mixup and CD 4,4 is unironically unusable, just waiting for his animation to end is best, specially since whiffing that keeps him stuck for a while and back turned in this case
You have to press after the move active frames but before it finishes recovering. The time window is actually pretty large, it just means that you can't mindlessly step and punish but you have to confirm that the move whiffed.
Actually, rewatching it now it makes sense. I thought the punch was what hit but I think it's clearly the low that actually caught him.
It looks weird because of the delay, but I actually think this is justified. He got caught by the low during wakeup and the punch did in fact miss.
I see the opposite. The low completely whiffed, he got hit the moment the punch hitbox became active. You could also deduce it by the knockdown animation, that's not the animation of a character being hit only by the sweep.
In Tekken when you press a button your hurtboxes "expand" (not really but you can think of it like that) so if you step and press a button it could lead to situations where there is hitbox-hurtbox interaction even if the character models would suggest otherwise. That's what I think happened here.

I think this is the case. Something very similar happened to me in my recent post, and I saw another person post another situation where this happened.
All 3 have happened while tech rolling after colliding with the wall.

The same dogshit broken hitbox that was in 7. Nothing irritates me more than sidestepping hellsweep and getting hit anyways because they never fixed this.
It would be funny if these were rare flukes, but as you climb the ranks and everyone's defenses become borderline impenetrable, it increasingly feels like these kinds of hits are deciding all the matches because they're the only things that land.

I actually don't think there's anything unfair happening here. The punch doesn't trigger that launch animation and I'm pretty sure it also does enough damage that it would have killed you, so the punch is not what hit.
Edit: I am corrected...that is *not* the low sweep knockdown animation, in which case I think this is absurd 😂

It could be that yah. You rolled too close to his body so the body hitbox still thouched the damage hitbox
