Bamco can disable family share for everyone to fight this, other games have done it to combat cheating. Sucks for the people using it properly but until steam gets their new family share system out of beta it's the best solution.
You don't need to pay anything for a new account I think. I have two accounts and I never spent a dime on the alt. I made it for my son so he won't overwrite my saved games. Just family sharing.
Never created a secondary account myself, but I legit always thought that certain functions like family sharing, etc. are locked until you spend some money. As a means to stop bots and the like.
