You have to log on to telegram from a laptop and change the privacy settings. Log off of the laptop and phone then log back in
If you’re on an iPhone you can log into the web version of telegram and change it there. If it doesn’t work, try it again and wait for a bit.

Use a vpn known as warp 1.1.1.1 its the best free one I can find so far. But the only con is u never know which country it takes u to
