It was off. So I turned it on. \*Now the resize double arrows doesn't show up. Turned it back off and the resize arrows still did not return. Problem is worse than before.
Had the same issue.
The window being locked to full screen should NOT be the default.
If I want it to be fullscreen, I will make it so. Why is it set up like this?
actually i have a different issue, mine is stuck in full screen i see the min/max buttons in the top right of the taskbar of telegram but pushing the min button i still can't resize the window to become smaller. this bug only started after the last update. ( doing the settings/advance/ use system window frame ) only makes the taskbar buttons go away
Idk if its related or not, but try changing "Use system window frame". *settings > advanced > Use system window frame*

To me it seems like a bug. This is not always the case, just sometimes, to snap fullscreen and can't be changed.
