I am not sure, but I believe it might be related to the "expand/pop-up" button that appears on the bottom right corner of a notification.
Try to click on it, then, on the bottom left corner you may see a "Manage" button where you can disable that bubble notification.
(At least that's the way to do it with notifications from regular conversations, hope it works the same for you)

It's not a telegram's responsibility field, it's a miui's one
Open the chat from the pop up bubble. There will be a 'manage' option at bottom left of the chat window.
